A mechanism that restricts a transaction or smart contract function from being executed until a specified time or block height has been reached.
Applied: Bitcoin’s CheckLockTimeVerify (CLTV) opcode lets a transaction specify it cannot be spent until a certain block height or time, used in escrow and Lightning Network channel security.
